Zircona found her having to petition the Council every time her dragon came close to heat quite tedious. She worked with these people every day, and it was unheard of for a council member to let his or her dragon clutch. There simply was no time for a council member to train younglings. Still, she had to petition the other four members out of tradition and formality. So, when there was a break in petition time that day, she stood up at the half moon shaped table.
Zircona sighed, and said in her most bored-professional manner, "I, Zircona Thelids, aged 42, and the rider of the diamond dragon Laylonas, petition to not have my female mated in her next heat and go out into the desert for 4 days."
The other four council members looked around at each other and all was silent for a moment. Then, one councilwoman spoke up, "Zircona would you please leave the room while we decide the fate of your petition?"
Zircona nearly laughed, "What is there to discuss? You know as well as I do that we all will pass the petition and move on! Same as the last ten years!"
The council woman merely waved her out the door.
Zircona pursed her lips and left, waiting in the hall outside the council room like a child waiting to find out if she was going to become one of The Chosen. She tapped her foot and leaned on the wall, nearly dozing off in all the time they discussed. Then finally, the door opened, and that same council woman bade her enter.
When they were all seated, and Zircona stood before them, they revealed their votes. All for of them declined her petition. Zircona's jaw dropped open, "What? Reasons, I demand reasons!"
"While it is highly unorthodox that a councilwoman, or man, be allowed to spend so much time away from their position to train young riders, we feel that you need a bit of a break. You are a great role model, and a fantastic friend. You care deeply for this community, and have an incredibly strong bond with your dragon." The other councilwoman said.
The councilman next to her gave Zircona a wide smile and spoke clearly, "Speaking of Laylonas, she's a fine creature, the biggest diamond dragon we've seen in at least a century. It would be a shame to let such genetics slip out of our hands. You may not believe in the theories that large dragons breed larger dragons, but it is true that strong dragons definitely breed strong dragons. In Laylonas' prime, she could carry very heavy porra with out taking much of a break. We want that strength in future generations."
The second councilman nodded in agreement, "So Zircona, we decline your request to ignore Laylonas' heat. When her time comes, you must breed her, or adhere to the courts punishment for disobedience. We are not trying to but you out of Council duties, you will still be expected to be at petition hearings, and be here to give judgment in all cases brought to the Council, but you will do less of inventory work, and more of training work."
The last council man smiled at her, "And of course, the normal disclaimer, if you cannot choose a mate for your dragon, or if your choice is thought to be immature or unsuitable in any way, the council will choose for you. But I trust you already know which dragon will mate with your pretty dragon. Take this as a chance for you and Grags Airon to have some alone time out in the wilderness. Check out a desert tent from the stock room whenever you are ready."
Zircona listened to them in shock. They did everything according to rules and regulations of the Council, she could not fight it. She hadn't trained riders in over ten years! Now she was going to have to start? Well, Laylonas should be incredibly pleased.
