Traditionally, the rulership of the Canyons was decided by the people. In smaller canyons 3 Council members, and in larger canyons 7. Muor Canyon, medium in size, has 5 council member spots. Once elected, members must take an oath, and if they break the oath, the people of the canyon can revoke their rights and title. Otherwise, a council position is a lifetime post, unless one has a good reason to retire (for instance, illness or deterioration as age often leads to).
To be a council member, one must be mature, respectable, have good record, and over the age of 30. The last rule is basically to ensure that frivolous young people don't take on the position and later regret it. This job is very difficult, and very overbearing, so it is important not to take it lightly. It is better to have more life experiences under your belt as well, so the 30 rule is strictly enforced. The majority(if not all) of the Council must be dragonriders.
The Job Description
-Make sure the Canyon has all the supplies it needs
-Handle disputes among the canyon dwellers, riders included
-Be diplomats to other Canyons
-Approve trading deals
-Uphold a good reputation
-Make sure Justice is upheld, penalize fairly(very stressed in Muor Canyon)
-Take petitions for mating, reasons for or against must be given
--And for this game, must decide how many eggs the clutching female may have, as well as hatching sizes (colors are decided by the mother dragon)
-Take petitions for The Chosen, talk to scouts, reasons for or against must be given
-In times of war, become Generals
-Make/accept/decline treaties, and must give reasons
-Maintain good relationship with the people
